The Bagenalstown Town Centre First (TCF) Plan sets out a clear and ambitious pathway for the sustainable regeneration of Bagenalstown, County Carlow, a historic river town with strong community identity and significant unrealised potential. Developed through detailed research and an inclusive co-design process with the local community, the plan reflects the lived experience, aspirations and shared vision of residents, businesses, community organisations and public partners.

The plan has been shaped in collaboration with the Muine Bheag Town Team and Carlow County Council, ensuring that local knowledge, policy alignment and delivery realism are embedded throughout. This iterative engagement has ensured that priorities are rooted in local needs while responding to national Town Centre First objectives and best-practice placemaking principles.

At the heart of the plan are three interconnected place-based themes — a (Re)Connected Bagenalstown, a (Re)Activated Bagenalstown, and a Resilient Bagenalstown. Together, these themes provide a framework for delivering a compact, inclusive and climate-ready river town
